The Pale

The Pale is the governmental power of City Zero, ruling alongside Ultraviolet and the Chromacy.

.purpose

The Pale was created by Mihaela Rebreanu, and is responsible with overseeing everything that has to do with maintaining the normalcy of their citizens’ lives, along with their social and economical needs. Their ultimate goal is the prosperity and continued survival of their human population, and the rehabilitations of habitats outside City Zero.

.structure

The Pale is ruled by one Executive, currently Mihaela Rebreanu, acting as the supreme authority in the government. The Executive has absolute say over any actions happening within City Zero or any territory occupied by the Pale. The role of Executive is permanent, with replacements occurring only if the current Executive dies, voluntarily steps down, or is otherwise deemed unfit, such as dementia or other forms of mental deterioration that could impair reason. The successor is always chosen by the prior Executive beforehand, in case of emergency, and the transfer of power is immediate.

Below the Executive are the Mayor, the Bureau heads and, informally, the Captains of Ultraviolet. These roles are elected democratically, with all citizens over 30 having the chance to run for a position in the yearly elections, and anyone over 18 can vote. Internal political parties are allowed, but any party that attempt to undermine the Executive’s power or to interfere with the Pale’s overall purpose will be swiftly abolished. The Mayor acts as the spokesperson for the Pale and as middle ground between the Bureau heads. Every decision, no matter how insignificant, is first parsed through the Executive, who at any point can overturn it or impose their own, without any interference from the wider government, and appoint or demote anyone from any position.

Economically, the Pale enforced a mixed economy, where all means of production for base, essential products are owned by the state. Individual companies and vendors can bid for access to the base resources, which are then sold or used in the manufacturing process of other products. Businesses completely independent from the Pale’s supply do exist, procuring their means of production through private means, ensuring demand doesn’t exceed supply.

Wealth can be accumulated and luxury goods do exist with permission from the Pale, although companies and individuals with enough wealth or influence to pose a risk of economic exploitation of the citizens or of the Pale will be held under harsher regulations, if not outright be charged as criminal offence and culled. Such companies are usually dissolved, and the wealth will be reabsorbed by the Pale.

The Pale employs a rehabilitative justice system. The Executive is exempt from most laws, and can grant immunity or detain anyone at any point. There are certain offences which will result in permanent incarceration or even execution, such as any attempt at sabotaging City Zero’s security grid, toxin filtering or other life support systems, or any attempt at the life of any member of the Pale, Ultraviolet or the Chromacy. This is a zero tolerance policy with immediate punishment.

Any citizen within Pale territory can own private property, distinguished from personal property, has complete freedom of speech and of association, along with a completely free healthcare, housing, education and emergency services and the right to privacy, religion, bodily autonomy and political participation, and even a welfare system covering food and utilities for people who cannot work due to medical conditions. Freedom of movement is restricted to the confines of City Zero due to safety concerns, and permitted under heavy supervision to the habitable areas controlled by the Pale.
